I think there are 2 explanations for that;

1.  Every year they start counting again , so the production year (the digit 2 or 3) does matter or

2. It did take for some reason longer that you're car was given license plates.   The year of registration is the building year on you're papers...


I think that it had to do with one of these reasons (but not for sure...)
